2020 "Climate Change and Low-Carbon Development Leadership Capacity Building" Bureal-level Cadres Training Successfully Held

In order to comprehensively strengthen the ability of provincial-level eco-environmental departments and bureau-level cadres to carry out climate change work, focus on the implementation of the new peak goals and carbon neutral vision, and guide all localities to do well in the carbon dioxide peak action plan and the preparation of the “Fourth Five-Year” special plan for climate change, national carbon market construction, climate change adaptation and other key tasks, under the guidance of the Department of Climate Change of the Ministry of Ecology and Environment, and with the support of National Climate Change Strategy Research and International Cooperation Center and the Shanghai Municipal Bureau of Ecological Environment, Low Carbon College(LCC) of Shanghai Jiao Tong University (SJTU) successfully held the 2020 "Climate Change and Low Carbon Development Leadership Capacity Building" training course for departmental and bureau-level cadres from December 7 to 11, 2020. Nearly 40 leading cadres from all over the country who are in charge of climate change from the ecological environment departments (bureaus) of provinces, autonomous regions, and municipalities directly under the Central Government participated in this training.

On the morning of December 7, Li Gao, Director of the Department of Climate Change department of the Ministry of Ecology and Environment, Huang Zhen, Vice Chairman of the Shanghai Municipal Political Consultative Conference and Vice President of Shanghai Jiao Tong University, Ding Hui, Director of the Comprehensive Division of the Department of Climate Change, Ministry of Ecology and Environment, Zhao Changying, Dean of LCC, attended the opening ceremony, which was presided over by Zhao Changying. Huang Zhen first expressed a warm welcome to all the leaders on behalf of SJTU. He said that SJTU has always served the national strategy and promoted the development of science and technology and industry for 123 years. SJTU will do its best to help the provinces and cities in the process of responding to climate change. China provides low-carbon technology research, transformation support and education and training services. I hope that all leaders will learn something during this training process. Ding Hui introduced the training requirements and precautions of the Ministry of Ecology and Environment to the trainees, and instructed the LCC to do a good job of training guarantee. Afterwards, Li Gao gave lectures and exchanges on the "Relevant Considerations for Addressing Climate Change during the 14th Five-Year Plan". He said that in the process of promoting carbon peaking and carbon neutrality, we must raise awareness, plan ahead, and actively adapt. The carbon peaking action is to establish a reversing mechanism to promote high-quality economic development and promote ecological and environmental protection.

In the next few days of training, the training class invited representative experts from various research fields on climate change to give lectures. The course design was highly targeted, mainly including "Regional CO2 Peak Emissions Peak Action Plan Preparation", "Climate Response Change and Low-Emission Development Transition, “Climate Change Impacts, Risks and Adaptation”, “Carbon Emissions Market Construction”, “Actively Addressing Climate Change and Promoting High-quality Economic Development”, etc.

On the afternoon of December 11, a brief closing ceremony was held. Wu Qizhou, deputy director of the Shanghai Municipal Bureau of Ecology and Environment, gave a summary speech on behalf of the class. He said that after China’s “3060” carbon emission target was proposed, the training was held in a timely manner, which will help all localities to plan the 14th Five-Year Plan for addressing climate change. As the competent comrades of the local ecological environment departments, we must understand the current status of carbon emissions, better analyze the trends and characteristics of emissions, implement measures and plans around peak goals, plan action paths, conduct responsibilities, and innovate mechanisms. The closing ceremony was presided over by Dean Zhao Changying of LCC.
