本门课主要介绍与环境问题息息相关的公共政策，如污染防治、可再生能源利用、不可再生资源的保护和可持续发展等等，并探讨这些政策背后的经济学基础。特别是，本课程旨在让学生从经济学的角度更深刻地理解资源环境问题是如何产生的，以及何种政策适合解决相应的问题。通过这门课程的系统学习，学生能够掌握环境经济管理的基本原则和相关政策，也可以了解到国内外该领域的研究现状和发展趋势。同时，本门课还专注于“问题-理论-实践”的分析框架，以提高学生发现和解决相关领域实际问题的能力。

*课程简介（Description）

This course explores the economic foundations for public policies that deal with environmental issues such as pollution control, renewable resource utilization, nonrenewable resource conservation, and sustainable development. In particular, the course aims to deepen students’ understanding of why resource and environmental problems have occurred from the economic point of view and what kind of policy tools, which are provided by economics and management science, should be implemented to solve these problems. By studying this course, the students can grasp the basic principles and policies of environmental economics & management, realize the status quo and development tendency of Environmental Economics & Management in China and in the whole world. At the same time, this course pays more attention to introduce analytical framework of “Problem-Theory-Practice” and rear the students’ analytical ability of solving the practical problems in the field of environmental economics & management.

*学习目标(Learning Outcomes)

The primary aim of this course is to provide students with a well-founded understanding of the important insights provided by economic analysis into environmental issues.

On successful completion of the course, students will:

• Have a good understanding of the status quo and development tendency of Environmental Economics & Management in China and in the whole world.
• Have a detailed understanding of the discipline of environmental economics, including why resource and environmental problems have occurred and what kind of policy tools should be implemented to solve these problems from the economic point of view
• Be able to evaluate the rationale of current environmental policies
• Be able to evaluate policies addressing environmental issues in terms of choices and tradeoffs

(Textbooks & Other Materials)

This course is NOT a textbook course but will draw heavily from Professor Haitao Yin’s forthcoming book (《环境经济政策》)(draft chapters will be provided at Canvas). The other references include academic papers, reports and other materials relevant to the course. The essential reading list will be handed out before the course kicks off. Most of the materials should be possibly accessed from university library either hardcopy or electronic version.
