气候变化既是经济活动驱动的结果,也在重塑经济活动本身,对全球社会构成重大挑战。本课程不将经济学视为一门独立的“主导学科”,而是将其作为一套分析工具,通过与自然科学、工程技术及社会科学视角的交叉融合,构建对气候变化问题的系统性、综合性认知框架,为不同学科背景学生提供理解该议题的共同分析基础。

课程首先简要回顾气候科学基础,阐明气候系统与经济行为间的内在联系;随后聚焦气候政策的经济学逻辑,系统剖析主流政策工具的原理与应用,涵盖碳税、碳排放权交易制度、补贴政策、命令—控制型规制以及信息披露类政策等。整个课程既夯实理论基础,也同步关注政策实践中的现实挑战。课程的核心目标是培养学生的“气候变化经济素养”,而非追求繁复理论的掌握。通过学习,学生将理解与气候变化密切相关的核心经济学原理,掌握气候政策设计的底层逻辑与分析方法,并深入判析中国及全球气候政策的演进趋势与实践重点。课程教学中采用“问题认知—理论理解—实践应用”的框架:以全球及中国的气候治理现实问题为切人点,拆解问题背后的经济学机理;再以理论为支撑,审视各类政策实践的成效与局限。同时鼓励学生将这一分析框架迁移至更广泛的环境治理议题,助力提升批判性思维与实践问题解决能力。

*课程简介(EnglishCourse Description

Climate change is both driven by and reshapes economic activities, creating profound challenges for societies worldwide. This course introduces economics not as an isolated discipline, but as a toolkit that complements scientific, technical, and social perspectives to build an integrated understanding of climate change.

We begin with a concise review of climate science to highlight the connections between climate systems and economic behavior. The course then examines the economic rationale for climate policy, with critical attention to key instruments such as carbon taxes, emissions trading systems, subsidies, command-and-control regulation, and informational measures. Additional policy approaches will also be briefly discussed to provide a broad perspective. Both theoretical foundations and real-world implementation challenges are addressed.

A central goal is to foster “economic literacy” in climate change rather than exhaustive theoretical mastery. Students will develop a clear grasp of essential economic principles, the dynamics of policy design, and an informed awareness of climate policy developments in China and globally. The course adopts a “Problem–Theory–Practice” framework: starting from real-world challenges, grounding analysis in economic concepts, and moving toward practical solutions. Students are encouraged to apply this framework beyond climate change, strengthening their capacity for critical thinking and problem-solving across the broader field of environmental economics.

There is no English textbook for this course. The content will draw heavily from [1] [1] Richard S.J. Tol. Climate Economics: Economic Analysis of Climate, Climate Change and Climate Policy. Edward Elgar. 2014. [2] 王灿,蔡闻佳. 《气候变化经济学》. 清华大学出版社. 2019. [3] 尹海涛. 《环境经济政策》(第一版),中国人民大学出版社,2022.  The other references include academic papers, reports and other materials relevant to the course. The essential reading list will be handed out before the course kicks off. Most of the materials should be possibly accessed from university library either hardcopy or electronic version.
