On August 25, 2025, Secretary of the CPC LCC Committee Liang GUO, Director of the Technology Transfer Center of Shanghai Jiao Tong University Zuopeng GUO and Australian Relations Advisor of Division of Global Cooperation and Exchange Lina WANG visited the Lin-gang Special Area Management Committee. The heads of the Development and Reform Division and the High-Tech Division of the Management Committee attended the meeting. The meeting was chaired by Yu LU, Director of the Development and Reform Division.

Firstly, Liang GUO expressed gratitude to the Management Committee for its long-term support for the college's construction and development on behalf of LCC. She indicated that Shanghai Jiao Tong University and the Lin-gang Special Area have carried out fruitful cooperation, the two parties signed a new round of strategic cooperation agreement in May this year, marking a new phase of quality improvement and acceleration on university-local cooperation. As one of the earliest layouts of Shanghai Jiao Tong University in Lingang, LCC has made significant progress in talent cultivation, scientific research and innovation, university-local cooperation, social services and etc. Particularly in the area of industry-education integration, LCC has conducted practical explorations and beneficial attempts, actively empowering the industrial development of the Lin-gang Special Area and contributing to the construction of low-carbon city in Lingang. Liang GUO mainly introduced the recent work of LCC, which has made significant phased progress in the construction of key laboratories, the establishment of international organizations and the organization of high-level international conferences.

Zuopeng GUO introduced the achievements from the Technology Transfer Center of Shanghai Jiao Tong University in the areas of commercialization of scientific and technological achievements and project incubation. He hopes to deeply leverage the disciplinary strengths and international platform resources of LCC to further expand cooperation dimension with the Lin-gang Special Area in the future. By introducing the high-quality technological achievements of Shanghai Jiao Tong University in the fields of green energy, low-carbon environment, aerospace and biopharmaceuticals, meanwhile incorporating the mature technology incubation experience, thus to inject the innovative momentum into the transformation and upgrading of the Lin-gang Special Area. Focusing on university-industry collaboration, the introduction of international resources and other priorities, Lina WANG outlined the progress and practical experience of Shanghai Jiao Tong University in related fields, provided forward-looking and practical reference models for future collaboration.

Director Yu LU introduced the overall strategic plan for the “Lingang Science and Technology Innovation City”, the Lin-gang Special Area will prioritize innovation and entrepreneurship as the core effective means, spare no effort to develop the area into a key hub for technology transfer in Shanghai, with the following objectives: strengthening the commercialization of scientific and technological achievements, cutting-edge industries leading, the talents agglomeration of innovative and entrepreneurship, establishing low-cost innovation and entrepreneurship platforms and accelerating capital empowerment. Yu LU pointed out that through the joint efforts of the university and the local government, the disciplinary advantages of LCC have been deeply integrated with the industrial development needs of Lingang, the substantial progress has been achieved regarding the integration of industry and education. The Lin-gang Special Area not only has the institutional innovation advantages and the application scenario advantages, is but also equipped with a solid industrial foundation and a strong commitment to innovation and entrepreneurship, it hopes that LCC will bring its “bridgehead” role into full play, collaborate with the Technology Transfer Center of Shanghai Jiao Tong University to actively introduce high-quality resources from SJTU, develop the Lin-gang Special Area into a strategic base for the commercialization of scientific and technological achievements and the industry-academia-research collaboration development, thus to further deepening comprehensive cooperation.

During the exchange, in-depth discussions were conducted on topics including the joint construction of an industrial incubation platform, the promotion of national-level zero-carbon park construction, the enhancement of scientific research capabilities and the deepening of industry-academia-research collaboration. In the future, both parties will fully rely on the advantages of Shanghai Jiao Tong University in the reserve of high-level talents, the output of high-quality scientific research achievements and the professional technology transfer platforms to attract more science and technology achievements with industrialization potential to be transformed and applied in Lingang, to create a more vibrant innovation and entrepreneurship environment. The Lin-gang Special Area will continue to provide comprehensive support and guarantees for the development of LCC, build a connecting bridge between the university and the enterprises to facilitate the deep integration of the college's scientific research with the industrial needs, thus to inject durable momentum into the long-term cooperation between both parties.

This symposium has not only clarified the future direction and key tasks for collaboration between both parties, but also established a vital communication bridge for the coordinated development among government, enterprises and university. In the future, LCC will continue to unleash knowledge spillover effects, give full play to its dual function as “link” and “bridge”, facilitate the precise matching between “the capabilities of SJTU” and “the needs of Lingang”, focus on deepening the industry-education integration and the convergence of scientific and educational resources, enhance the opening and sharing of international educational resources, assist the Lin-gang Special Area in continuously refining its innovation ecosystem, accelerate the development of international innovation and entrepreneurship demonstration zone with global influence, thereby inject more “SJTU Power” into the high-quality development of Lin-gang Special Area.
